Updated NPC spawn list
Updated m48_61 and m40_154 to May 2004 maps, previously was April 2004

Fixes

Removed debug code spawning random events when burying bones
Fixed runes not being taken
Web slashing fixes, some other OSRS changes reverted
Combat typo not accounting for other attack styles

The last merge from main to live inadvertently used the wrong merge method so this update wasn't done in a PR.

Please test Tutorial Island for all unhappy paths to help us make it more robust!
